Die Bedeutung der letzten 18 Buchstaben konnte nicht geklärt werden. Einige Leser vermuteten, dass es sich um ein Anagramm handele, und schickten diverse Vorschläge zu Namen, die sich hinter dem Buchstabenrätsel verbergen könnten, an die Zeitungen.
Eine Überprüfung der Namensvorschläge führte jedoch nicht auf die Spur des Mörders. Obwohl der erste Brief Tatdetails enthielt, die von den Ermittlern nicht bekanntgegeben worden waren, zeigte sich der Polizeichef von Vallejo nicht von der Authentizität des Briefes überzeugt und forderte den Absender öffentlich auf, einen weiteren Brief zu schreiben, in dem er seine Täterschaft beweisen sollte.

Der Hinweis auf die Überflutung veranlasste Toschi und Armstrong dazu, nach Verdächtigen in kürzlich überfluteten Wohngegenden zu suchen.
Die Suche endete erfolglos. April erreichte den Chronicle der zehnte Zodiac-Brief, der laut Poststempel am April abgeschickt worden war.
Die Polizei informierte die Öffentlichkeit daraufhin noch am selben Tag in einer Pressekonferenz über den Bombenentwurf, die Zeitungen verzichteten aber darauf, weitere Einzelheiten zu drucken, und zogen die Ernsthaftigkeit der Bombendrohung in Zweifel, um Panik in der Bevölkerung zu vermeiden.
In seinem elften Brief vom Juni , der am Juni beim Chronicle einging, zeigte sich der Serienmörder verärgert, dass niemand dieser Aufforderung nachgekommen war, und behauptete, dass er zur Strafe einen Mann in einem geparkten Wagen erschossen habe.
